Only those who can p the oral & written exams in english shall be allowed to enrol in the Teacher Education?

i am a third year teacher education student. how am i to defend the negative side of the proposition.."only those who ped the oral and written exams in English shall be allowed to enroll in Teacher Education" i need help, pls..
